Kyudo Shinsa Regulations


Chapter 1 General Provisions


Article 1 - Objective

  1. These regulations stipulate the necessary matters for the conferral of Shogo Titles and Dan/Kyu grades as well as the associated impartial Shinsa for members of associated member organisations as determined in Article 43 of the All Nippon Kyudo Federation (hereafter “ANKF”) constitution. 

  2. Regulations for foreigners are stipulated separately


Article 2 - Code of Conduct

Individuals holding a Shogo or a Dan/Kyu rank have a duty to uphold dignity appropriate for Kyudo Practitioners. 

2. If an individual holding a Shogo or a Dan/Kyu rank is found to have made disgraceful actions or otherwise acted against the principal objectives of this organisation, then by resolution of the Board the Shogo or Dan/Kyu rank may be relinquished or revoked.



Chapter 2 Shogo Title


Article 3 - Granting of Shogo

Shogo are granted on assessment to members who display proficiency resulting from their intensive study and training, and who have shown remarkable achievements in Kyudo.

The titles are an official recognition of their merits.

2. The conferral of Shogo is by certificate.

3. Shogo Holders are mentors in Kyudo and may serve as Shinsa panel members or competition judges. They are recognised for being leaders in promoting Kyudo, and for their diligent study. 


Article 4 - Levels of Shogo

There are three levels of Shogo: Hanshi (Master), Kyoshi (Teacher) and Renshi (Instructor).


Article 5 - Requirements for Receiving a Shogo

The qualifications for receiving a Shogo are as follows.

Hanshi

  1. The candidate should exemplify the highest degree of conduct, dignity, and perfection of ability, together with the highest quality of discernment.

  2. The candidate should hold the title of Kyoshi.

Kyoshi

  1. Possession of character, technical ability, and judgement are essential, as well as scholarship and cultivation, which are necessary requirements for leadership in Kyudo. Moreover, the candidate’s eligibility should be proven by meritorious service.

  2. The candidate should hold the title of Renshi.

Renshi

  1. The candidate should be firm in character and have the ability to instruct in Kyudo. Moreover, there should be evidence of advancement above the previous levels.

  2. The candidate should hold the grade of Godan or higher.



Chapter 3 - Dan/Kyu Grades


Article 6 - Approval of Dan/Kyu Grades

  1. Dan/Kyu grades are approved upon an examination in which Kyudo practitioners are evaluated on their level of proficiency and used as means to encourage further training and study.

  2. The issuance of Dan/Kyu is by certificate.


Article 7 - Levels of Dan/Kyu Grades

Dan grades are the ten levels from Judan (10th Dan) down to Shodan (1st Dan), and Kyu grades are the five levels from Ikkyu (1st Kyu) down to Gokyu (5th Kyu).


Article 8 - Qualification Criteria for Dan/Kyu Grades

The criteria for receiving Dan or Kyu Ranks are as follows:


  • Judan (10th Dan) - 

  • Kyudan (9th Dan) - The truth of Kyudo should be transparent.

  • Hachidan (8th Dan) - There should be perfection in the technique, the highest level of refinement (Shahin) and embodiment of skill in the art of shooting.

  • Nanadan (7th Dan) - Shooting form (Shakei), shooting technique (Shajitsu), and formal movement (Taihai) are evident naturally in the body. The shooting has reached a high level of refinement (Shahin) and mastery.

  • Rokudan (6th Dan) - Shooting form (Shakei), shooting technique (Shajitsu), and formal movement (Taihai) have reached the stage of excellence. The shooting shows a high level of refinement (Shahin).

  • Godan (5th Dan) - The shooting form (Shakei), the shooting technique (Shajitsu) and the formal movement (Taihai) should be consistent with the principles of shooting (Shaho) and refinement (Shahin) should be apparent. In particular, progress should be shown over the previous levels.

  • Yondan (4th Dan) - The shooting form (Shakei) is better established and the formal movement (Taihai) is more stable. There should be correct breathing, the application of the shooting technique (Shajitsu) should be consistent with the principles of shooting (Shaho) and Hanare should be sharp. Consistency should be reached in hitting the Mato (Tekichu).

  • Sandan (3rd Dan) - The shooting form (Shakei) is better established and the formal movement (Taihai) is more stable. The breathing is ordered and the application of the shooting technique (Shajitsu) follows the principles of shooting (Shaho). The arrow should fly straight and there should be more consistency in hitting the Mato (Tekichu).

  • Nidan (2nd Dan) - Both the shooting form (Shakei) and formal movement (Taihai) should have good arrangement with evidence of spiritual energy (Kiryoku) in the application of the shooting technique (Shajitsu). There should be less uncertainty in the placing of the arrows (Yadokoro).

  • Shodan (1st Dan) - The shooting form (Shakei) and the formal movement (Taihai) should be consistent with the standard form. There should not be disarray in the placing of the arrows (Yadokoro).

  • Ikkyu (1st Kyu) - Shooting form (Shakei) and formal movement (Taihai) should be mostly correct.

  • Nikyu (2nd Kyu) - Compared to Sankyu, there should be noticeable progress in the degree of training received.

  • Sankyu (3rd Kyu) - The basic movements of the shooting and the handling of the Yumi-Ya are gradually improving, showing that the candidate has been training under systematic instruction.

  • Yonkyu (4th Kyu) - Systematic instruction is being received and progress demonstrated in the handling of the Yumi-Ya.

  • Gokyu (5th Kyu) - The candidate is at the first stage of Kyudo training.



Chapter 4 - Shinsa Kai


Article 9 - Classifications of Shinsa Kai

Shinsa Kai are overseen by the ANKF and are classified as Chuo Shinsa Kai, Overseas Shinsa Kai, Prefectural Shinsa Kai, and Local Shinsa Kai

2. Prefectural and Local associations conduct Shinsa Kai in agreement with the ANKF


Article 10 - Chuo Shinsa Kai

Chuo Shinsa Kai are conducted by the ANKF as per the following stipulations. Portions of the procedure may be entrusted to the managing Local Association.

  1. Teiki Chuo Shinsa KaiHeld once annually at regular intervals in each of the 5 cities of Kyoto, Sendai, Fukuoka, Tokyo, and Nagoya. Examinations are held for assessment of Kyoshi as well for Dan grades from 8th Dan through to 6th Dan. 

  2. Rinji Chuo Shinsa KaiAt any time additional to the above, a Rinji Shinsa may be conducted for assessment of Renshi as well as for 7th Dan and 6th Dan grades. This may be conducted in conjunction with Shinsa for 5th Dan and below as needs require. Additionally, this may also be conducted alongside assessment of Kyoshi and 8th Dan shinsa as relevant.

  3. Renshi Rinji Chuo Shinsa KaiOther than the above clauses, Shinsa may be conducted for Renshi.


Article 11 - Overseas Shinsa Kai

Overseas Shinsa Kai are conducted as per the following.

  1. Conducted by ANKF as needs arise, for assessment of Renshi, Dan grades below 6th Dan and for Kyu grades.

  2. Other than this, necessary matters are specified separately. 


Article 12 - Prefectural Shinsa Kai

Prefectural Shinsa Kai are conducted as per the following.

  1. Supervised by the Federation or 3 or more Local Associations and conducted as needs arise for examination of 5th dan and below. 

  2. Other than this, necessary matters are specified separately. 

Article 13 - Local Shinsa Kai

Local Shinsa Kai are conducted as per the following.

  1. Supervised by the Local Association and conducted twice per year, for examination of 4th dan and below. 

  2. Other than this, necessary matters are specified separately. 



Chapter 5 - Shinsa Committee


Article 14 - Conferral of Shinsa Committee Qualification

Shinsa Committee Qualifications are conferred upon individuals by the President following a successful result in the prescribed examination under the Shinsa Committee Qualification Certification System conducted by the ANKF. 

2. Particulars regarding the aforementioned Shinsa Committee Qualification Certification System are specified separately.


Article 15 - Appointment of Shinsa Committee

  1. Individuals holding Shinsa Committee Qualifications are appointed to the Shinsa Committee in accordance with the following regulations.

  1. Chuo Shinsa Kai

(i) The President shall appoint 5 Shinsa Committee members per Shajo for the shooting examination, and 1 or more members for the written examination, or otherwise 1 member for the thesis examination. 

(ii) The Shinsa Committee Chairman is the President, or an individual appointed by the President.

  1. Overseas Shinsa Kai 

(i) The President shall appoint 5 Shinsa Committee members for the shooting examination, and 1 or more members for the written examination. However, at the present time 3 members may be appointed for the shooting examination. 

(ii) The Shinsa Committee Chairman is the President, or an individual appointed by the President.

  1. Prefectural Shinsa Kai

(i) The Prefectural President shall appoint 5 Shinsa Committee members per Shajo for the shooting examination, and 1 or more members for the written examination.

(ii) The Shinsa Committee Chairman is the President of the supervising Prefectural association, or an individual appointed by the Prefectural President.

  1. Local Shinsa Kai

(i) The Local President shall appoint 5 Shinsa Committee members per Shajo for the shooting examination, and 1 or more members for the written examination. However, for Local associations with special circumstances such as those based on remote islands, 3 members may be appointed to the Shinsa Committee for the shooting examination with the permission of the President.

(ii) The Shinsa Committee Chairman is the President of the supervising Local association, or an individual appointed by the Local President.

2. Individuals appointed as per the above are to submit a written oath. 

3. If the Shinsa Committee are found to have contravened the aforementioned written oath, Shinsa Committee Qualification may be suspended.


Article 16 - Professional Duties of Shinsa Committee

The Shinsa Committee shall share the following professional duties

  1. The Shinsa Committee Chairman upholds the ultimate responsibility for supervising the Shinsa Kai and the Shinsa results. 

  2. The Shooting Examination members shall conduct the shooting examination

  3. The Written Examination members shall invigilate and mark the written examination

  4. The Interview Examination committee to conduct assessment of leadership qualities and the interview examination shall comprise of both the Shooting Examination and the Written Examination members.

  5. The Thesis Examination members shall conduct the thesis examination



Chapter 6 - Assessment of Shogo


Article 17 - Selection of Hanshi

Hanshi are selected as per Shinsa Kai.


Article 18 - Assessment of Kyoshi

  1. Assessment of Kyoshi result is determined by overall result of the shooting, leadership qualities, and thesis.

  2. Shinsa procedures shall be as follows.

  1. Shooting: Assesses level of proficiency at shooting. Candidates who pass the first round assessment shall sit a second round. 

  2. Interview: Candidates who pass the first round shooting assessment shall be assessed on their insight, education, and ability in regards to leadership.

  3. Thesis: Candidates who have been selected pursuant to their result in the shooting and leadership assessments shall be assessed on a specified thesis topic that demonstrates their understanding and analytical abilities in Kyudo. 


Article 19 - Assessment of Renshi

  1. The result of the Renshi assessment shall be determined upon the combined result of the shooting, interview, and written assessments. 

  2. Shinsa procedures shall be as follows.

  1. Shooting: Shall assess level of skill at shooting.Candidates who pass the first round assessment shall sit a second round.

  2. Interview: Candidates who pass the first round shooting assessment shall be assessed on their character, insight, and leadership qualities.

  3. Written: Shall assess understanding of Kyudo



Chapter 7 - Dan/Kyu Grade Shinsa and Selection


Article 20 -  Selection of 9th Dan and above

Grades 9th Dan and above are selected as per Council consultation.


Article 21 - Dan/Kyu Grade Shinsa for 8th Dan and below

  1. Shinsa procedures for Dan/Kyu Grades 8th Dan and below shall be as follows.

  1. 7th and 8th Dan shall be determined upon the combined result of the shooting and thesis examination. 

  2. Shooting: Shall assess level of skill at shooting. Candidates who pass the first round assessment shall sit a second round.

  3. Thesis: Candidates who have been selected pursuant to their result in the shooting assessment shall be assessed on a specified thesis topic that demonstrates their understanding and analytical abilities in Kyudo. 

2. Grades from Shodan to 6th Dan shall be determined upon the combined result of the shooting and written assessments. 

3. Kyu grades from 1st Kyu to 5th Kyu shall be awarded based upon shooting assessment results. 

  1. For candidates who have registered as “mushitei,” either Shodan or a Kyu grade may be awarded pursuant to the combined result of the shooting and written assessment. However, a pass in the written assessment is required for Shodan.

2. Unified criteria for shooting assessment for grades 5th Dan and below shall be specified separately. 



Article 22 - Principles of Promotion

  1. From Shodan, promotion proceeds one rank at a time. 

  2. For Kyu grades, ranks may be skipped.



Chapter 8 - Shinsa Qualification


Article 23 - Shinsa Qualification

Candidates eligible to sit a Kyoshi or Renshi assessment or otherwise a Dan grade Shinsa are defined as per the following items. 

  1. Kyoshi Assessment

Candidates who have held Renshi for at least 2 years and 6th Dan for at least 1 year.

  1. Renshi Assessment

Candidates who have held 5th Dan for at least 1 year

  1. Dan Shinsa

Candidates who have held their current rank for at least 5 months for 5th Dan and below, or at least 1 year for 6th Dan and above.

  1. Shinsa Qualifications for Chuo and Overseas Shinsa shall be specified in the implementation guidelines on each occasion. 

2. Regardless of the above Shinsa Qualification Regulations, waiting periods may be reduced pursuant to the timing of the Shinsa as specified in writing. 



Chapter 9 - Shinsa Procedures


Article 24 - Shinsa Application Procedures

  1. Candidates may submit applications pursuant to the corresponding Shinsa Kai implementation guidelines. 

  2. Candidates shall complete and submit the relevant application forms from Appendix 2 and/or 3 as well as all required Shinsa materials to the President of their Local Association. 

  3. The Local Association President shall confirm the contents of the application, and submit the Shinsa application and relevant materials to the Shinsa Committee.

Applications for Chuo and Overseas Shinsa Kai shall be submitted to the ANKF Secretariat by the Federation, Association, or relevant supervising authority. 


Article 25 - Processing of Shinsa Results

Shinsa Results shall be processed as per the following.

  1. Chuo Shinsa Kai

  1. Pass or fail results shall be announced on the same day, or notified to the local association President as soon as possible following the event. Renshi and 6th Dan results are announced on the same day. Kyoshi, 7th Dan, and 8th Dan candidates are announced the same day and are assigned the thesis topic (?)

  2. Successful candidates make payment of the registration fee to the relevant Local Association President as per Appendix 1. Additionally successful Renshi candidates shall also submit their CV and photograph. 

  3. The Local Association President shall submit registration fees as well as all relevant documents for successful Renshi candidates to The Federation. 

2. Overseas Shinsa Kai

  1. Pass or fail results shall be announced on the same day, or notified to the relevant association President as soon as possible following the event.

  2. Successful candidates make payment of the registration fee to this Federation as per Appendix 1.

3. Regional/Local Shinsa Kai

  1. Pass or fail results shall be announced on the same day. 

  2. Successful candidates make payment of the registration fee to the supervising regional or local Association President as per Appendix 1

  3. Supervising regional or local association president shall submit documents and fees to this Federation as soon as practicable following completion of the Shinsa. 


Article 26 - Official Announcement of Shinsa Results

  1. Full names of successful candidates shall be published in the ANKF monthly magazine “Kyudo.”

  2. The following may be disclosed in writing by the Shinsa Committee Chairman in response to enquiries from unsuccessful candidates in Regional or Local Shinsa:

  1. Shooting examination poll votes

  2. Written examination score


Article 27 - Challenges

  1. Chuo Shinsa candidates may file a challenge for their Shinsa result.

  2. Challenges must be made in writing within 1 week following Shinsa completion. 



Chapter 10 - Miscellaneous Provisions


Article 28

  1. For Kyoshi, Renshi, and 5th Dan and above shinsa, Wafuku (kimono) is to be worn. Otherwise as a general rule Kyudogi is to be worn. 

  2. Candidates who miss registration time or who are not present when called for their turn are considered to have defaulted. Candidates who have defaulted shall not receive a refund of the Shinsa fee.

  3. If unfair actions are found to have taken place during the written exam the examination shall be immediately suspended and the relevant candidates disqualified, as well as being potentially restricted from any future examinations. 



Chapter 11 - Supplementary Rules


Article 29

  1. Regarding conferral of Shinsa Committee Qualification, for certification of Shinsa Committee members in the period prior to the establishment of the Shinsa Committee Certification System, the preceding method is applicable.

  2. The President shall determine the necessary details for the enforcement of These Rules in consultation with the Board of Directors.

Shinsa Regulations Bylaws


Article 1 - Objective

These bylaws shall stipulate the bylaws regarding the selection of titles and ranks and the execution of examinations pursuant to the provisions of Article 29, Paragraph 2 of the Shinsa Regulations (hereafter referred to as "These Regulations").


Article 2 - Shinsa Administration

Shinsa administration shall be as follows, however clerical procedures are to be in accordance with the separately notified "Chuo Shinsa Clerical Procedures."

  1. For the Chuo Shinsa, the Shinsa Progress Report shall be notified to the applicable Local Federation President.

  2. Kinteki 5-nin tachi in Zasha shall be the default, using Kasumi mato of 36cm diameter. Shooting procedure is as outlined in Appendix 2. 

  3. With placement of Tatefuda numbers 1 to 5 as basis, only number 1 is to be placed for the Niji Shinsa Mochimato Sharei, and none are to be placed for Hitotsumato Sharei. 

  4. The Management Committee shall consist of Reception, Progress, Caller,, Matomae, Scorekeeping, and others as required according to the scale of the Shinsa. 


Article 3 - Official Announcement of Shinsa Committee

The Shinsa Committee may be introduced at the opening ceremony on the day of the Shinsa, and for Chuo Shinsa will have their full names published in the Kyudo magazine following the event. 


Article 4 - Attire for the Shinsa Committee

Shinsa Committee Members may wear Japanese or Western clothing. Western clothing if worn shall consist of a suit jacket and necktie. This applies to women as well. 


Article 5 - Kyoshi Shinsa

  1. As per Article 18 of the regulations, in the shooting section of the Kyoshi shinsa, candidates who receive a majority vote in the Ichiji Shinsa shall progress to a further Niji Shinsa, and successful candidates shall be those who receive 80% or higher votes. 

  2. As a general rule, the aforementioned Niji Shinsa shall be conducted as a Hitotsumato Sharei. 

  3. There are four bands for the leadership ability assessment: A (80 points or more), B (60 points or more and less than 80 points), C (40 points or more and less than 60 points), and D (less than 40 points). A or B is a pass, C will have one vote subtracted from the total number of votes obtained in the Ichiji/Niji Shinsa, and D is a fail.

  4. The thesis is to be handwritten on 5 or more pages of 400-character genkouyoushi and submitted within 15 days following the examination. A score of 60 points or higher is considered a pass.


Article 6 - Renshi Shinsa 

  1. As per Article 19 of the regulations, in the shooting section of the Renshi shinsa, candidates who receive a majority vote in the Ichiji Shinsa shall progress to a further Niji Shinsa, and if a second majority vote is obtained, successful candidates shall be those who received a 70% or higher total vote. 

  2. As a general rule, the aforementioned Niji Shinsa shall be conducted as a Mochimato  Sharei. 

  3. There are four bands for the interview assessment: A (80 points or more), B (60 points or more and less than 80 points), C (40 points or more and less than 60 points), and D (less than 40 points). A or B is a pass, C will have one vote subtracted from the total number of votes obtained in the Ichiji/Niji Shinsa, and D is a fail.

  4. A score of 60 points or higher is a considered pass for the written examination. 


Article 7 - Dan/Kyu Shinsa Votes

  1. In accordance with the provisions of Article 21 of the Regulations, the following items shall apply regarding the Dan/Kyu Shinsa. 

  1. The shooting section of 8th Dan shall be conducted in the same manner as the Kyoshi Shinsa stipulated in Article 5 of the Bylaws. However, candidates who do not receive the designated votes in the Niji Shinsa may re-attempt it without undergoing the Ichiji Shinsa within the following 1-year period. 

  2. In the case of the aforementioned proviso, if the number of votes obtained in the Niji Shinsa is greater than the number of votes obtained in the Ichiji Shinsa, that number of votes can be considered as the number of votes obtained in the Ichiji Shinsa at the subsequent attempt. 

  3. The shooting section of 7th dan as a general rule shall be performed as Hitotsumato Sharei, and votes obtained shall be the same as the evaluation of the Renshi Shinsa as stipulated in the previous article. However, candidates who do not received the designated votes in the Niji Shinsa may re-attempt it without undergoing the Ichiji Shinsa once within the following 1-year period. 

  4. For 5th Dan and 6th Dan, successful candidates shall be considered those who obtain 70% or higher votes in the shooting section, and a score of 60 or higher in the written section. 

  5. For 4th Dan and below, successful candidates shall be considered those who obtain 50% or higher votes in the shooting section, and a score of 60 or higher in the written section. 

  6. For Kyu grades, successful candidates shall be considered those who obtain 50% or higher votes in the shooting section. 

  7. For Mushitei, the Dan/Kyu rank that received the majority of votes in the shooting section shall be issued. 

  1. Written Examination Questions are issued by the ANKF. 


Article 8 - Shinsa Committee Consultation

  1. If consideration of vote numbers as per Articles 5-7 is required, the Chairman of the Shinsa Committee may consult with the Shinsa Committee pursuant to Article 16 No. 1 of the Regulations. 

  2. In the case of multiple Shajo, a representative for the Committee Chairman may be appointed from amongst the Shooting Examination Committee. 


Article 9 - Calculation of Vote Percentage

The calculation of votes as per the regulations of Articles 5-7 shall be rounded to the nearest whole number. 


Article 10 - Retention Period of Documents Regarding the Shinsa

Each organisation responsible for conducting the Shinsa shall retain documentation regarding the Shinsa in accordance with its management regulations. 


Article 11 - Announcement of Shinsa Results

Publication of the Shinsa results stipulated in Article 26, Paragraph 2 of the Regulations shall be enacted as follows. 

  1. To streamline enquiries, failed candidates may make enquiries upon the request of the applicant to the school advisor or representative of the district association, who will compile all such enquiries in writing and submit within 7 days. 

  2. The Shinsa Committee Chairman shall disclose in writing to the school advisor or representative of the district association. 


Article 12 - Dating etc. of Certificates

  1. Dates and Conferrors of Shogo, Dan, and Kyu grade certificates shall be as follows. 

  2. The certificate shall be dated as the date on which the Shinsa was held.
